The NCAA wants to reform transfer rules, loosening some restrictions while tying others to academic benchmarks. Some people in college sports are worried about athletes bouncing here and there with no limits. That's probably not happening. South Dakota State athletic director Justin Sell is the chairman of the NCAA committee that is working on changes to transfer rules. He joins AP College Football Writer Ralph Russo to talk about where all this is going and separate fact from speculation.
